As I understand it, the reason is fifty-fifty on:
a) Aoi has an stable voice acting career (understatement of the century) so it's not like she has any real incentive to pander to male otaku anymore as she did on the past. She already established herself, she gets a constant stream of roles and her die-hard fans still follow and support her ventures. At most she releases one or two singles/MVs every once in a while.
b) Aoi being her usual weird, overly self-conciouss self believes that pass a certain age she shouldn't dress a certain way because it's kinda weird or creepy even though she can still totally pull that sort of look. She has talked about this on radio.
Wonder what she thinks of people like Yukarin.
Another example is her Eien Labyrinth music video. In interviews she talks about how recording a music video in which she plays a cat was a long-time wish of hers and she did it now because "she was starting to get too old to do that sort of thing anymore". Also making jokes about they used visual filters to make her look better.

So yeah, on one hand I sympathize with >>36438920
For me 2011-2018 Aoi was the cutest/most attractive bar none and sure, I would glad if she had that look again but on the other I am grateful she keep that going for as long as she did and I respect if she wants to take a break. She keep the same meme haircut for God knows how long.
PD: Here is a video of her pulling her old look in late 2019. Might have been the last time. The bangs she uses on this video are actually fake.
