ACTA will probably affect you because member countries are required to block packets of sites listed by the ACTA committee as being rogue or intellectual property sites. Even if both the source and you are in non-member countries, chances are that some of your packets would traverse an internet node of a member country and thus have a chance of being dropped. Dropped packets would result in delays as your contiguous packet sequences would need retrying. This retry time could reach the timeout limit for your browser download, although if you use a download manager, it may avoid the timeout problem due to having both a longer window and automated retries.
