1) If Futo is who we think she is, and Tojiko is who we think she is + Miko being Prince Shotaku then yes she would be Miko's stepmother. But this is only if as ZUN has not said they are the real people just inspired from them.
2)Her power is to manipulate feng sui. She has the ability to construct objects from other objects, and basically fuck with matter.
3)Tojiko & Futo had a powerful rivalry over who's clan would be better. Futo most likely didn't want Tojiko to come with her & Miko after they resurrect in the future to lead the world even though they made an agreement that they would both be her Joint Chiefs. (This backfired as Gensokyo doesn't need politicians). + Tojiko's clan curb stomped Futo's.
4) Because she can be adorable.
