Won't happen. Every first world nation is having the same problem: people just have less kids outside of a rural environment, since they become less a source of labor and more a crippling financial drain. Given that Japan doesn't have enough farms to feed itself without foreign imports, this shouldn't be a surprise.

If Japan wants to kick start their economy, they're going to have to swallow their pride, bury the hatchet with their neighbors, and reap the benefits of immigrant labor.

In the long term it's a good thing, but in the short turn it means their economy suffers. If Japan wants to keep their quality of life up, they need to have population growth, or at least stagnation.
