It's not like they can do anything against someone like Suika. and it's not like she's being hostile or anything either.
Let's say that not allowing youkais in the town is a rule, but it's not so strict that they're going to burn anyone who looks non-human alive. Gensokyo has no police nor is it in an authoritarian state.
