Nah, you can just walk into Heaven. They don't even really care about oni hanging out there. They did put a stop on the dead being allowed in, but they clearly didn't have what it takes to ascend alive, anyway.
Kasen's problem is that she just isn't very sincere about it. Despite saying that she wants to align her ideals with Heaven, she casually pops vengeful spirits for no real reason, she constantly eats instead of suppressing her desires, and tricked Reimu into sealing her arm because she couldn't control it. She's a shitty excuse for a hermit and she's not gonna make it.
Frankly, she'd have a better shot fucking her way into heaven.
