Shirou's character is dynamic and allows itself for all sorts of incredible development. His personality remains fundamentally constant (his guilt complex, the basis of everything that he believes), yet his actions has a wide range of variation that doesn't betray his true character.

Shiki remains relatively unchanged throughout Tsukihime as his entire philosophy is based upon what he learned through Aoko. When placed in different and unique situations, Shiki's core character doesn't change, so he'll end up reacting similarly. While he may be a badass character, he's really not a good protagonist.

tl;dr: Shirou develops, Shiki doesn't.
