Exactly, thus the "practically never". It has never been applied in any way that would have major lasting consequences.

When a character has an ability that has the potential to be severely broken, it's usually not a good idea of the author to invoke it liberally. ZUN isn't exactly a Nobel prize candidate when it comes to writing a good story, but even he knows that.
