Based on all examples so far Retroflow just means time is flowing backwards. Another instance of Retroflow is the chapter title in CCC where you obtain the Special formal wear; called Retroflow - Primordial Daybreak.
In TsukiR Arc was making time itself flow backwards due to the uncontrolled Event Storage retrograde gravitation. This is why Retroflow and the MEoDP are listed as Arc's weaknesses, since Retroflow (time flowing backwards) makes it possible for Shiki to see her death via MEoDP. It was mentioned Shiki wasn't going to stop at the Celestial Egg, he was falling towards the Event Storing vortex storing all phenomena/events.
Also Aoko's Last Arc in MBTL is called Retrogalaxy (逆行銀河) and not Retroflow like in the previous MB versions funnily enough.
