Here's a crude drawing showing three ways skirt for a tailed monster girl can work.
1, unmodified skirt, does the job if she never lifts her tail, otherwise there's an issue with unintended panty shots.
2, skirt with a tail hole, solves that problem, but has its own issues. The hole has to fit the tail's size, but the end result looks ridiculous on monsters whose tails are not their thickest at the base, like Manticores. It's also really difficult to put on for monsters with fluffy tails, hole going against the fur.
3, buttoned up skirt, is the best of both worlds. It's easy to put on, fits variety of tails, and there's no accidental panty shots when she gets excited.
