I don't think he's actually scripting every line of the manga, but it's clear the main plot and some important lines shared between both manga must be from him since he's the only credited for both.

Still, there's some stuff that suggests he isn't actually writing the full script, like how Hoshi had lines about Keitaro thinking about creating a club, while in Oniokoshi, there is a club already but Kihiro is the only other member and Keitaro constantly fails to recruit people or even get Sakiko and Tamaki to join in club stuff.

This shouldn't change between the loops, so it seems to be just small divergences caused by different artists handling each manga.
