Turns out hermes blood is a precious item, which means you can't wish for it outside of wizard mode. I checked the oldest source I have onhand (Custom 1.47.3), and apparently it was a precious item there too. Didn't see anything in the wiki's changelog, but if hermes blood isn't a precious item in vanilla/Omake, it was changed in Plus years ago.
