not that anon but as long as you've got something akin to a 1060 6GB or better it's pretty much "free" with minimal effort(it'll work with a lower end GPU than that but it can get pretty sketchy pretty fast).
automatic1111 is open source and gets installed/updated via git.
you can download models/lora's from places like civit or huggingface without issues or having to use sketchy torrent sites/magnet links/xdcc bots/etc.
It's probably not quite "free" enough for stallman but you don't have to pay for it with anything other than the time it takes to set up and update(when you're so inclined).
