My guess would be that Key put all their effort into making her awesome, since she's the canon heroine. As a result most of the other girls are pretty lame. Fuuko, of course, is an exception.

I have to say, I liked VN Fuko more than anime Fuko, but that might be just because they kinda cheapened Fuko's disappearance in the anime by bringing her back for comic relief.
