This old art that I think is by KC shows that at least back then his intention was they really do turn you to stone.

But keep in mind the medusa profile specifies they can control what parts of you get turned to stone, and also release parts from it at will.

Specifically during sex it is noted they only petrify the man's limbs, to render him helpless.
