Every snow miku competition has a theme, last year it was "illumination by the image of Hokkaido snow." And yes, it snows there at winter, and they have a yearly sapporo snow festival with a snow miku ice statue (snow miku by itself exist to promote turism there on winter, and sakura miku on spring).
