Miko doesn't seem to have that little care for humans to offer them to Youkai by creating a chaotic, lawless society.
She seem more like the type who would like to rule and "become as gods", be the invisible administrator behind the scenes, recreating the world as she sees fit than put everyone in a world of strength where only the best may survive.

Pic related is an excerpt of the rulebook of Lamentations of the Flame Princess that I've found to be the best describtion of Law and Chaos.

Following this describtion with my own experience with the series I would categorize them as follows:
Law: Reimu and the Moriya Shrine, Yuyuko, Youmo, Komachi. Shiki, Lunar Capital(they have laws and principles)
Neutral: Myouren Temple (except for Nue and Kogasa?), Magic Users, Eientei, Humans and fairies(fairies don't really care about anything like that)
Chaos: Scarlet Devil Mansion, Taoists, Youkai, Former Hell

I think a crossover game retelling HM would work well. The player could be a magic user who can summon demons and she can join a faction and fight everyone else
