In EP1-4 there actually is a pretty good amount of character development.

In EP1 we learn about most of the main characters

EP2 has tons of slice of life stuff (Aquarium and School Festival)

EP3, all about Eva's childhood, Rosa's childhood too

EP4... Ange, yeah.

There's other kinds of character development too, like Lambdadelta's little scene in EP6 (see pic)
