If you have good sonars (T3 and T4), you can just bruteforce it, even the final form.
High armor = varying armor rolls = inconsistent damage. You can deal 70+ damage as well as scratch damage, depending on armor roll and crits. Pic related, approximated damage vs toughest SS hime (no ammo penalty, 2 T4 sonars+3 and T3 Depth charge+3, doukousen, good health, CF formation #1 [echelon has the same modifier]).
