Well that's a huge lie. As 16-or-so games have proved, as well as the manga.

You can't trust Akyuu, she lies a lot, especially in SoPM where character descriptions are extremely off, especially Koishi's.

She can create portals between places (with certain restrictions, though we don't know the actual rules behind them), and see through barriers as if they weren't there. As another use of her power she can create floating eyes that spy on people. She's also a skilled onmyoji, meaning she has a lot of conventional magic related to barriers.

According to the Gensokyo Chronicle (aka Perfect Memento in Strict Sense) Yukari's border powers are pretty godlike, but remember three things:
1. Yukari is a youkai, a being created by human fears. Youkai *need* humans to fear them, and enjoy making it happen.
