My take on this is that "Reversing a situation with her words" is not her real ability; her real ability is whatever she used to create the occult balls, probably her divines virtues allowing her to have a degree of control over language and the way it models reality.

But Sagume is not simply a goddess, she is an Amanojaku goddess.

Amanojakus are spirits of contradiction and as such believes in what is false instead of what is true.
For instance, since "Being loved is good" is generally recognized as true, amanojakus believes that "being loved is bad, being hated is what is good" and thus Seija say that she likes being hated.

But Sagume is not a simple Amanojaku either; she is Ame-no-sagume, the very goddess that created the concept of Amanojakus.
She does not believe what is false to be true, she define what is false.

As such, when speaking about something whose truth of falsehood is already clearly determined, "2+2=4", there is nothing much left to do.
But when speaking about things whose truth or falsehood is yet to be determined, "Reimu won't get any money tomorrow", what Sagume say can only be false, and fate itself is ready to reverts its course to prove it.

In the end, I see Sagume's words as things that can close off a potential future ; and what's really dangerous is the unknown of how much the world will have to distort itself to accommodate for a future that wasn't the one planned.
