My biggest guess, honestly, is just she isn't ideal for people to use in their works. She's senior status, so she gets paid more than newbies but isn't a big name like Harukana, Aki Toyosaki, Tomato, or any of the other seiyuus that came around the same time as her. She doesn't do gravure, have a twitter, and never had that huge fanbase even during the height of her popularity. But it's wrong to say that she does not have roles. What she accomplished is that she will always have a job for life with long-lasting IP's like Dynasty Warrior, Raildex, Pretty Rhythm, SAO, and Queen's Blade. Also, despite the lack of roles, from what I can gather, she is always busy with new work. Talk shows, radio, live performances, comedy shows, etc.

I do wonder though if Kanae Itou's personality is a factor but I don't feel like it should. I don't know about other seiyuus but she is really airheaded, so I wonder if that gets in the way of trying to push herself to get roles. I just hope she's happy.

Sena is popular, Wang Yuanji is really popular amongst DW fans, Airi is one of the more popular QB's, and I'm sure Nana is loved amongst TLR. I do know what you mean though, and you may be right. She almost never has the main heroine role. She's either a rival or side character. If she is the main heroine, it's usually a series that doesn't do well (Asobi no Ikuyo, Mayoi Neko Overrun, Softenni, Oda Nobuna no Yabou, etc.) Her roles as Elsie from TWGOK and Ohana from Hanasaku Iroha are the exception but they're not that popular in Japan, I think.
