That's a generous estimation, considering Reimu beat Saki but couldn't beat Yuuma. Yachie seems like she is the weakest of the three but her true strength is in manipulating others with her ability rather than fighting directly. I think that Yuuma > Saki >> Yachie in terms of overall battle ability as an individual. Flan probably falls somewhere around Saki's level and could probably beat her, but she would likely "lose" to Yachie simply by virtue of being incredibly childish and easy to manipulate, the same aspects that Okina took advantage of to weaponize her against Yuuma.
