I have a Ciconia theory I want to share:
My main proposal is that Sotsugyou was an embedded story inside of Ciconia and not a direct continuation of the original Higurashi. The framework I will propose collaborate as well.
There are two different options I have thought of:
The first option is fairly boring and pretty much the go-to given that it has already been said.
>Sotsugyou is a Chloe Ironside production
We already know that Chloe is very skilled at creating realistic simulations (referred to as a God by Miyao) so it wouldn't be out of the question for her to give a sequel to Higurashi (we know that B3W IPs still exist like JoJo and YYH) if she liked it. Everything can just be explained with >implanted memories, but maybe it wouldn't explain why Eua is a character. I am not sure.
My second option would which can be kinda broad:
>Sotsugyou is a dream/vision Vier has
>Sotsugyou is the end destination for Vier
Now I must explain both, the first one is based on the time-chamber of sorts mentioned in Ciconia. Vier mentions that it takes you one thousand years in the future literally, (the Japanese in the script is similar) so perhaps inside of it she dreamt of her former life. There also is the unknown figure Seshat talks to at the end of Phase 1.
The second option is the idea that Vier is trapped inside of Ciconia's simulation (this goes well with dialogue mentioned by Lambda and Eua) and Sotsugyou is the result of her breaking free.

An interesting approach to Ciconia would be seeing each order/faction as a political extreism. If we look at the end of Phase 1 (not the data fragments,) then Lingji using the golden gauntlets from Vier's guards could be seen as Lingji becoming politically extreme.
Here are some of Lingji's lines towarsd the end:
>"...It must be more than just a message."
>"...This is the responsibility...of one who bears the weight of her comrades' lives...and deaths...!!!"
This is pretty extremist thinking I feel.
