Perhaps not a grudge, per se, but Rika definitely held a lot of resentment towards a number of people. She makes a jab towards Irie at the start of Minagoroshi, and a little later talks with Hanyuu about how she dislikes Irie and Takano for being so fucking useless all the time, and how they treat her and Satoko like guinea pigs for their research, though she acknowledges that she's probably being unfair to Irie, at least
There's also at least three instances in Connecting Fragments where Rika speaks about the village in a very negative manner. The shopping trip with Satoko is probably the most explicit, but she clearly thinks poorly of the villagers in the scene where Rika's dad tries to stop Oryou from constantly shit-talking the Houjous, as well as the one where she got a watermelon from Mion's house.

I don't think Rika really forgave Takano any more than Satoko forgave Teppei, but Rika just decided to focus more on her new life free from the endless tragedy, instead of worrying about how to feel about Takano.
