Fact:
The NUMBER ONE(1) way to tame a 2hu is via making burgs for them.
Once confronted with the burg it is natural for a youkai instincts redirect their attention to the burg and either consume it then and now or save it for later on the rare occurrence they aren't hungry.
Much like an animal once they mentally associate you with burgs they will continually seek you out to get more burgs.
Eventually you can train them to be around you without aggression so much that the burg will be unneeded. At this point in the youkai's training you may give burgs as a reward for good behavior or as a treat.

The best and easiest way to incorporate blackmail IMO is to have the blackmailer send you on requests of generally negative things, like angering another 2hu, stealing something from them, or causing a mess in the areas they live in. for the first two it can be as easy as a fetch quest where you find the victim and hit "complete request" to indicate you've insulted them or stole some trinket from them then meet with the one blackmailing you to finish it, all you get is some reliability from the quest giver and lose favorability and reliability from the one you stole from/insulted.
the penalties from failing the quests could be decently sever as well, like as opposed to saying something good to their friends they say bad things to at least two others and it steeply affects their opinion of you or even gives a level one hate mark
