I think the problem is that ultimately Kasen is so helpful that, like i said, its really hard to do anything else with her. Yukari has like infinite story potential not only as a mentor, but a corrupting mentor for Reimu. Kasen meanwhile basically teacher morals that will never stick because Reimu really isn't a character whose ever gonna get better, it just doesn't fit for her character. So Kasen's just another chick that randomly pops up at the shrine to make dumb faces.
Like you said, her usefulness kinda feels underdeveloped nowadays because she can't really influence Gensokyo as much as someone like Mamizou or Yukari do because her goals are kinda complete... like the endgame for Yukari and Mamizou is a lot more vague (or in Mamizou's case, total dominaion of japan) but Kasens pretty much all used up. I unironically would have enjoyed turning her either back into her evil self or at the very least, had her be a bit more manipulativfe and antagonistic towards Reimu to give their dynamic more range. Now ZUN's basically reset them to the same place as before so theres not much to do
