Balancing is your biggest problem, you can't be serious can you? Seriously haven't you thought of getting rid of the arms, or having them not extend out? I've seen plenty of simulated mecha that make autobalancing a breeze(autobalancing was simulated).

Also the military doesn't care much about pilot safety and finds safety factors of 1.1 reasonable.
