This is untrue. Rewards are new ships/items, same for everyone. Random drops aren't rewards. Yes, higher lv TTK might already have most of random drops but they also have resources to farm the maps unlike newer admirals.
But yeah, I agree the jumps are too sudden and it would be nice if higher lv TTK got additional rewards for beating hard mode. Like Type 94 AA FD instead of Type 91.
