It's just underages teenagers that wants to look edgy. But /jp/ is not the only board that have an account dedicated to it. There's indeed already a lot and it's pretty popular. But because of that you have tourists that creates bait threads and low quality posts to then take a screenshot to submit to that Twitter account. I think it's just someone that followed the trend for Internet points.
Also, 4chan as whole got unantagonised since the split, now that the red boards are "hidden".
/jp/ could have still been forgotten for few more years if the hololive thing wasn't here, and the board would have been as slow as usual.

I kind of like it but I am a bit let down as a Rikafag because IMO regardless of how people say stuff like "she was always selfish/lazy", the way she neglected Satoko in HS kind of conflicts with how I viewed her personality and growth in OG Higu. Plus very little actual Rikastel scenes, no drinking scenes with Hanyuu whatsoever kind of sucks because those were comfy. Then Nekodamashi came and she just had to suffer immensely. Final nail in the coffin is she is QUALITY half the time because the entire budget goes to Satoko's fat fucking chest. I hope there is a light at the end of the tunnel in Sotsu for her. On the upside, much more fanart in the past few months than I have managed to accumulate in the past few years.
