I'd try en.touhouwiki.net for things like update and language patches, and some games still have their own hoops to jump through (inserting a new font type with PoFV).
As for starting games, I think 7 and 10 are decent for different reasons, though they might also teach you bad habits, like getting used to a surplus of bombs, ect.
You could also try 11 like everyone else says.

I'm relatively new person to /jp/, as I didnt realize it was about touhou too. Usually I hang out in /v/, /tg/, and /vg/, with random visits to /a/, and now of course, /jp/.
I was actually forced into break from touhou, thanks to lack of discussion about it. I dont remember what made me seek it out more actively again, but what a good thing. I know someone might lynch me for saying this, but I really think touhou is good fandom to be in, and have it as a hobby.
