They do do something. They communicate what the moderation considers unacceptable to lurkers. It helps us to help them clear away the shit by helping us better identify rule breaking threads and posts, so we can report just those posts. It's a less heavy handed measure than a sticky, but more effective than simple deletion. I'm glad to see them become more common.
