So there is one reason I think this is good, if rushed, writing. It makes for a nice setup for the Takano redemption arc.

It's obvious to me that one of the narrative goals of Gou is to redeem Takano, basically presenting her as the "good" side of Lambda while Satoko represents her evil side. Before this episode, Satoko was still sympathetic. But now I think everybody is ready to cheer once Takano blows her brains out.
