Forgot to clarify. Roa is dead in PHH, but like Kotomine (who is also dead, and burned), Marisbirlly might have pulled them out fresh from his pet planet. I would have said parallel worlds or lostbelts, but Holmes, knowing the existence of those, thought was impossible for Kirei to be a pseudo. There's something about that impossibility that probably extended to ROA but Marisbilly made it possible. It's also thematic the two main antagonists of Tsuki and FSN as a whole work for the main antagonist of FGO. Think about it.
