Yuka is popular because she emits a kind of dangerous elegance that most characters in the Touhou setting just don't do any more. With Yuka there is a sense of danger about her where you aren't exactly sure if she's a calm old youkai who enjoys flowers or a psychopath ready to kill again at a moments provocation.

In PoFV she's clearly much more relaxed then she used to be, sure she bullies the weaker youkai and lets misunderstanding go on with Reimu for a easy fight, but she's not exactly murdering everything in her path. More then anything she enjoys herself in the out of season blooming of all flowers around her. She knew what it was about, she didn't care to explain it, she just went with it and revelled in her youkai nature.

So if the force of nature decided to take human form IRL we'd get Yuka?

Her extremely long hair is a remarkable feature of her character. On the other hand, green hair is totally nothing in Touhou. Like 1/4 of the cast has green hair. Sanae's from the outside world and even she does.
