This. People tend to forget that the spell card rule makes it almost impossible to actually know "who is stronger than who" only based on what ability the characters actually displayed in canon content, as the rule is specifically designed to let bakas such as Cirno win against gods such as Okina.
If you also factor in the fact that most abilities aren't perfectly defined, and the fact that we don't actually know what is the extent of the ability of Yukari, it's hard to tell if there is anyone who can beat her. I mean, manipulating boundaries sounds like such an OP ability to have that we would need to know the actual limits of said ability in order to actually gauge her power level.

Or, you could go the safe route and just say "Hecatia because Zun said so". Which is what I am going to do.
