Here's a good rrat: SoA will give them permissions eventually, they just have to go iron out shit first. I don't see why SoA would turn them down if SoJ is okay with them, especially since western companies are far more lax about it

Same goes for just about permissions for any other company. Approval from original company, then get permission from other branches. It would make sense that if the Japan branch allows it than every other branch should but there's probably some dumb bullshit that prevents that from happening
