Which is why there's no crime, violence, or hate in this world. People work that way: if they're given the freedom to do as they please, they'll instinctively resist temptation. Alcoholics and drug addicts fulfill their desire and totally do learn to control them by themselves! These people don't ever go looking for outside help to control their demons.

No, taoism is just trying to wash its hands clean of any responsability here. If your path leads you to "yearn for the taste of [meat]", your path has taught you nothing in regards to self-control. And if you learn self-control through your own, personal means, your path has made no contribution in and of itself to your pursuit of enlightenment - it is a burden weighing down your progress and taking credit for your own efforts.

People's entire lives can be ruined by a single misstep just as well.

Reincarnation is a spiritual progression. Your life is worthless in and of itself - it is how your experiences living it change you that matter. Saying that keeping your memories, your identity, your humanity is important implies you consider your current existence to be the best you can be.

Remember when you were an infant, shitting your diapers and depending on others to feed you and clean you? Do you think the same way now? Do you even have any clear memory of that time? No. Are you a better person for maturing and learning independance, and abandoning the frail, incapable existence you led as an infant?

Taoists are infants who never wish to grow up. Only, in a spiritual sense. You can denounce reincarnation all you want but you're just betraying a meaningless attachment to an equally meaningless existence...
