Given youkai activity is particularly high in the area that would become Gensokyo that youkai hunters felt it appropriate to settle in the area, it's likely that people from outside of the area would be targeted by youkai who'd then slaughter and devour them if youkai hunters didn't get to them before then. Survivors of attacks who either managed to escape or were defended by youkai hunters would then spread rumors of a cursed land thereby warding off most people from visiting that area.
