If I were to try and befriend Rumia I'd probably try to meet her in a safe environment first like at the shrine, at kiene's school, or at the lake as she plays with her friends.
Furthermore I'd make sure to have some kind of meat heavy food like steamed buns or handpies to feed her with and establish myself as friendly so that way when I meet her at night for the first time her approach won't be to eat me immediately as she'd be familiar enough.
After that you'd have to keep feeding her when you see to Pavlov her into being obedient with yummy food, sweets, and headpats.
