It was in the recent video interview that was being tossed around before. He doesn't quite say it like that, but when talking about the UFO character designs he does refer to what many believed to be Murasa's shorts as her skirt.

I agree to 100%

About the reason for the skirt though, I don't think it's only about the fear for up-skirt, but because the strong wind would tussle it around and it would be dangerous in case it got stuck in something. Like an anchor.
