Personally, I hope Shion has a more active role due to Satoko manipulation, although that's just wishful thinking.

As far as Mion believing in the conspiracy goes, which pretty much has to happen to fit with Gou, I think what they could home in is her identity issues. Basically, because she isn't the original Mion, the H173 starts making her hallucinate a conspiracy where she was actually being kept in the dark, born from her own insecurities.
