It would work. Tenshi is less skilled of a troll than Tewi but has more impact, and Yukari seems to be portrayed as a troll/used as "a wizard did it" plot device in fanworks. The final boss would be either the Yama or Reimu (since a celestial and the youkai sage traipsing around fucking with everyone for no reason probably qualifies as an incident). Maybe it could be a minigame-type thing, where the player messes with each character a different way (repainting Shizuha's leaves green, counter-stealing Marisa's stuff, etc.).
