That was probably long before the Dam War even happened, back when she was living with her pre-Houjou stepfathers. When we see her during the Dam War, she's not shown to be hostile towards the other villagers at all. They're the ones treating her like shit for no reason.

A little kid misbehaving is not at all comparable to a large group of people, many of which adults, treating anyone who isn't them like a bunch of monsters. If Polaris actually tried to meet them halfway, things never would've gotten so bad.
