They simplified and standardized some stuff after the war. But they only did that for characters on the list, because kanji was supposed to be removed anyway, eventually. And characters outside the list were not to be used.

That didn't happen so now you will see radicals that look different depending on if it's on the jouyou-list or not.

I think it's best to be consistent when it comes to handwriting. When I write, my 辶 looks the same regardless of the character. Something like 逡巡 would look ridiculous otherwise.

Any non-jouyou that was "simplified" is unofficial bullshit anyway.

You see old style non-jouyou kanji all the time in anything remotely literary.

Because kanji got simplified at the same time as the advent of the touyou/jouyou kanji.
