切手 is shortened form of 切符-手形(きっぷてがた) , which used to be used and mean all "promissory notes" in Japan because the mark形 of one's palm手 on a sheet of paper for a commercial transaction had been a useful identification which shows who has the right of anything, but after around mid 18C the meaning of 切手 had begun to be limited only for postage stamps for some reasons I don't know.
