Honestly I think a big problem was having the TIPs at the end rather than sprinkled throughout. They had a lot of great character development which could of broken up the whole 'muh walls of peace'. Obviously the 16th would still be at the end but there is no real reason to not have the other 15 sprinkled throughout.
