I never thought Mion needed a chapter at all, I think she has a ton of character throughout the vn and her not developing much actually benefits her imo. My interpretation of Mion is that to me, she encompasses a lot of Higurashi's core messages and themes. She's very deeply rooted in empathy and love, and places a lot of value in proper communication, which goes against the main evil of higurashi which is miscommunication and misunderstanding. It's why she never falls to the disease; she's not the type to retaliate or doubt her friends when scared. At worst, she'll run away.

Her iron trust in her friends is proven right at the beginning in Onikakushi, where it also tragically bites her in the ass. She and Rena refuse to leave Keiichi alone because in Mion's mind, he needs his friends now more than ever. She thinks Keiichi heard some bad rumors and is just afraid and she, along with Rena, does everything she can to try and make him feel at ease, tragically oblivious to what's really going on.

In one of her final scenes, she stands up against Takano to shield her friends. This reads as some epic hero moment but in reality, it really is Mion just being who she is. Her and Takano are complete oppossites of one another. Takano chose to be bitter about her life and let if fuel her hatred and mistrust in others, only seeing other people as stepping stones for her own ultimate goal. Mion on the other hand had so many opportunities in life to be bitter just like Takano. Life's fucked her in the ass so much, yet she very conciously chooses to live with a smile in the hopes that it puts others at ease. It's why she values the club so much; It's a place where she can unconditionally love her friends and be loved by them back, surrounding herself with smiles without any consequence. It may sound like she's forcing herself to be this way for the sake of others but it's what truly makes her happy as well.

She's also not just some genki girl like many anime only's think she is. Mion's the type to laugh at a joke at her expense from Keiichi during the day, then call Rena in the middle of the night and cry her eyes out about it. She's a troubled girl with a lot of confusing emotions who has to bear so much guilt and so much stress. Despite all that, she keeps making the decision to try and be the best she can be for the sake of her friends, because they are what truly make life worth living for her.

I agree with her family (not shion) needing to be jailed, they are fucking evil for what they did to these 2

She's a pillar of strenght within the group and again, she encompasses what Higurashi is all about, empathy, love, and trust in people you care about. I don't think she needed an arc per se, at least not in the main story. If she had an arc where she stood up against her family, it'd take away from Keiichi's role in the story, which is the be a new wind that can break the mold in this rural village with ancient traditions.
