Which mostly happens during the times she gets involved on the major incidents (games), but then, anyone involved gets feisty and trigger-happy as well. Outside of such circumstances, she seems to be polite and kind enough towards anyone else, as long as they aren't a problem against her mistress' interests or pick a fight with her, which is fair enough.
And yes, she was indeed uncaring towards other humans, until she moved to Gensokyo, where she met people who didn't ostracize her because of her abilities. Also, her route in PoFV might be a factor to her change of attitude.
