Ciel is good but the core of her character is too backloaded in her route to leave as much of a lasting impression as the other heroines.
Kohaku and Akiha are the other two heroines like that but knowing the truth about them recontextualizes most of their previous scenes, while Ciel's is more of a "oh, she has this side to her too".

I mained her in Melty and even then I think she is the worst heroine in the entire VN, a really mediocre character and her gimmick is pure shit
Only think she has going for her is the church robes+black keys asthetics
